I don't doubt the veracity of the store, but think it's an odd choice for Chase to make. If they want to keep pre-approvals to a select group of people, do that and make it easy for them to apply. If they don't want anyone to be pre-approved, do that.
It's probably easier to remove a button on a site than it is to change the pre-approval process, but seems like the lazy way to do it.
