Guess TAs often can't do much effective. The experience sounds bad, unacceptable. Know totally inappropriate "compensations". You want what you booked. If you complain some hotels handel you as a person who only wants to reduce the price. I told them I'm happy to pay but simply not ready to accept what they offer. In an extreme case I told them to leave immediately (what I had done) and was successful, but of course no option in your case.
