The "paquetes" language has been in there since something like 2007.
Most hotels do not charge tourists. Here's what Hilton Cartagena currently says on their website:
Please be advised that as per Colombia's regulations, a 19% VAT applies. Tourists with Visa PIP3, PIP5, PIP6, PIP10, TP7, TP11 and TP12 are exempted.
