I appreciate all the replies - I still think that the best value for the points is to use them at full service hotels in China for 40,000 points for 5 nights. and then I guess I'll try a couple packages to get some airline points.
The Renaissance Beijing Wangfujing in my opinion is the top deal in Beijing and it is a cat 3 but it will become cat 4 in March (most Marriotts are cat 4 in Beijing), so you better lock it now. A lot of Marriotts in Shanghai are going up too.
Another great deal is the cat 2 Courtyard Mumbai International Airport.
