Yep, by having the clock on the 20 nights only starting after the completion of the 3rd stay, the structure of the promo is actively encouraging SPG members to make their first 3 stays as short as possible, so it effectively penalises members who (have to) stay for more than 1 night in their first 3 stays. 2x points is partial mitigation, but usually will be less than the 500 per night you get once past the 3rd stay.
