UA is looking at
RT times, not just a particular OW, since the PJs are offered RT and not just OW,
SFO-PEK RT is 23:50 -- pretty darn close to nominal 12 hour min OW average.
None of the "losers" in your list are over 11:30 OW average. And the longest SFO-ICN seems to be on UA's list as another poster noted.
