Qualifying Visit to Cuba..12 categories help!
I want to take advantage of the new united deals on the EWR-HAV route. I still see US citizen can not go to Cuba strictly as a tourist and they must qualify for one of twelve categories. What is the cheapest least time consuming way to qualify for a visit to Cuba? I was hoping to be there for about 3 nights..
