I didn't have any particular tier in mind, but you raise a good point -- there's got to be a cap somewhere otherwise it would be possible to buy your way to SE.
And as sparse alludes to above, AC has to be careful with the step-up costs they choose... too cheap and it's attractive to qualify for a lower tier and buy up, too expensive and there's no incentive to change purchase habits.
