Yes but the lowest damage waiver I can get was C$32/day on a C$35/day rental.

Otherwise (from my Thrifty Canada rental confirmation):

"If the Loss Damage Waiver (LDW) is declined, customers may be responsible for any loss or damage to the rental vehicle regardless of fault. Liability Insurance Supplement (LIS) is NOT offered in Canada."

I've driven cars with that appear to be insured with very large excesses. But Thrifty Canada appears to be telling me that there is no insurance on my rental.
