Were you attempting to upfare to a higher fare in the same cabin or upfaring to change cabins. GG BUYUP only works for changing cabins.
Although I'm pressurized an agent wasn't willing to upfare to a higher fare just for the PQDs -- it's nutty enough of a request that an agent might be sympathetic.
