They just started a new ferry service from Punto Fijo. So you could get a bus to Santa Marta, get another bus to Maracaibo, get yet another bus to Punto Fijo then get the ferry to Aruba.
Sounds pretty sucky to me and I'm not sure the Maracaibo border is open.
