What makes you say that? I've booked flights less than 24 in advance and I am certainly not the only one. And then there are misconnects and ful fare passengers changing their flights. Plenty of seats can be taken up in the last 24 hours.
I'm talking international biz or F. You aren't going to see a flood of people buying them 24 hours out. But your other scenarios make sense.
