Ever so slightly off topic but relevant - I had been waiting to get Global Entry. The day my card arrived I applied online and used the card for the $100 fee. The next day Chase auto credited the $100 fee on my account.

Not sure, but based on the $300 travel credit, I would hope/assume that the $100 still counts toward to $4000 min spend. I will probably over spend to be safe though.
