There are still significant regulatory issues surrounding USN's travel in Cuba. Some of the rules are conflicting and some are simply unclear.
The OTA's make money only when things are absolutely clear and can be accomplished without human intervention. While they generally sell "air only" they make money off hotels and car rentals as well. Cuba isn't there yet.
