Just as a follow up if anyone comes upon this in a search. A FRA Cares representative took us through passport control and wheeled our daughter down to the Hilton. She then gave us the wheel chair to use, which we kept and we then wheeled our daughter ourselves back to the terminal and through pp control, security etc. Worked out perfectly!
