Did you read all his posts and links on that page carefully? That poster first claims they didn't use a mailer, and then when asked which link they used, a follow-up post (near the bottom of the page right now) says "here", and when I click on that I see a link that says it's from a mailer!

So maybe they actually used the mailer loophole without realizing it was a mailer link? (It sounds like on reddit someone posted mailer links publicly, which no one here has been willing to do.)

The other possibility is that they say a targeted mailer to them "crossed in the mail". So maybe it was actually a "we've issued you a targeted mailer, even though you didn't use it" loophole???

This is such a complicated report that by itself that I don't think any conclusions can be drawn from it.
