I saw it more as "yes, the slot times were definitely a problem, but even though they were a problem DL you shouldn't have acted the way you did. We're onto your games." You could definitely tell that the DOT is not happy with DL with the games it has played in regards to the HND slots, but the needs of the flying public in the midwest outweighed any displeasure over that.
