SIN jetquay sells both tarmac transfers to private terminal and regular VIP with buggy
tarmac transfers do not always use private terminal, but sometimes lounge area in main terminal
IIRC VIE uses general aviation terminal
dont recall re IST, if they had tarmac transfers and whether lounge area was in main terminal
