There's not a formal policy. Most *A carriers will interline bags to another *A carrier, but it ultimately depends on the policy of the carrier with whom you check-in.
There's also no uniform answer on obtaining a boarding pass for connecting flights . . . that will depend on how well the two carriers' systems talk to each other.
