That's = 13k * 1.6
To complete the comparison,
1: $264 / $4k = .066
2: $208 / $3k = .069
So 2 appears to be the better option based on the ratio, barely. But of course you might conclude that the spending the extra $1k to earn the extra $56 is a better use of the money than putting it on a different card; it's 5.6%, so that's certainly possible.
