She won't be able to redeem the points until she receives the credit card, activates it, spends the money required to earn the bonus, and those bonus miles are posted to her account, usually a few days after first statement date....Unless I misunderstand your question.
The 10% rebate is almost instant when you spend the points on award flights, I do believe.
