My experience at PHX T2 is that often the TSA PRe-check line is much longer than the regular line. I just get in the regular line and have never had a problem. Occasionally they will recognize I have Pre-check when they check my boarding pass and ID and allow me in the precheck XRAY line so I don't have to remove my shoes or my laptop. The best of both worlds.
