No they aren't. But short flights with mainline equipment have trouble the cart down the aisle in time, so they sometimes ditch the snacks or in really short flights, will only offer Water, coffee and OJ.

I was on a E145 from EWR-BDL and they did a full with snacks. But that's only a few aisles and is 2-1 config. If your EWR-BOS was on a A320 Family or 737, I can see why they cut the snacks.
