What comes with what fare is going to be dependent on the specific rules of the fare you purchase and/or your status.

There is no fare in economy that comes with free exit row seating - your ability to get that without charge is going to be dependent on your status. As a silver, you will have access to any E+ seat, including an exit row, without charge, at T-24 hours prior to departure. Whether or not exit rows will be available at that time is a different question. You can pay the fee (which varies by seat within the flight, and in general by route length) if you want to select those seats at anytime between booking and prior to your online check-in availability. So every silver is going to put a value on that - if you definitely want exit row seats, I'd consider paying for that in advance. Depending on route, and time, aircraft type, etc. E+ can fill up fast in advance or not at all, so your risk tolerance and need to get an extra legroom seat (or not) will probably play a big role in whether it is worth paying to secure it in advance, or to wait it out and see what's left at check in time. Baggage is also primarily status dependent - for a silver you generally get one free bag (each for you and a companion). If you buy a premium cabin fare, you'll get more. Boarding priority is also status based if you have it, silvers board in group 2 (with golds and CC holders). Again, if you're in premium cabin, that will change it (you'll be in group 1).

RDM (miles that you can redeem for travel) are based on the amount of money the ticket costs, but PQM (toward status) are still based on mileage flown. As for refund ability, all tickets bought from UA can be canceled before departure and the value, minus the change fee (typically $200 for domestic tickets, $300 for international) can be used toward future travel (as long as they are used within a year of the original date of issue). All tickets issued on UA.com can also be canceled for a full refund back to your card within 24 hours of purchase. After that, only refundable tickets can have the value out back on your card (vs. in the ticket to be used later, as mentioned earlier). Just a note about 'flexible' tickets - they may or may not be fully refundable (or may be refundable with a fee). To know for sure, carefully read the fare rules prior to purchase - they will not be accessible to you after purchase - you'll have to call in and have an agent look it up.

As for full-fare F tickets, those do, of course, exist, however, you'd have to look them up by selecting First in the search preferences - otherwise only discount F will show up (unless full-fare is the lowest available F option).
