Make sure that your Master Account is closed, not just the credit card. It's in the wiki. If that is already done, you may be one of the people cannot churn these cards. I just got a business card a bit ago after having one or two in the past so the rules have not changed as far as I can tell.
I did close the master account. I even called Citi after the denial and argued with them that some kind of account was still showing online and they kept saying there are no master account left and nothing left to close.
If you know of a specific term for it, or a way to ask for its closure, I can try again.
I have churned it just fine in the past, 4 times. This is a new development. They're mentioning a recently closed account as reason for denial, not an existing one.
