It would and has. I am referring to targeted mail offers with NO language about 18 month limits, but clear language of not having open cards (This offer not available if you have an existing Citi AAdvantage card) . The loophole is irrelevant in this case. I think my advice is sound, but I have admittedly not tried to apply with such a targeted offer with a card still open.
