As you can see there is no language refers to ineligibility, except that the last sentence is sneaky and a bit bothersome. Hopefully your friend would eventually receive a positive resolution as each targeted offer has a unique RSVP code, and an offer ID. The snail fancy mail and the email offer I got has a different offer ID, differed by the last digit. However on the application page, once you click open the Offer Terms, the language there are almost identical.
AMEX has not the right to unilaterally change the terms of the contract to which AMEX bound itself when OP entered said contract by accepting the terms of said contract and applied for said card.
