We've never seen a confirmed case of someone receiving a World Elite card direct from a Citi AA Platinum or Citi AA Gold application. It's always been W converted to WE on those as far as we can tell. (Someone once thought they had, but it appeared to be confusion about an unexpected WE card from an existing account that came right when they expected to be getting a new card on a new account.)
On the other hand, Citi does have some
other cards (not covered in this thread) that
do come as World Elite out of the box, including the Citi AA Executive (with its very high annual fee which is
not waived the first year).
