Not sure if I'm allowed to mention reddit, but over on the churning sub they DID gather some data on the accounts that were shut down. There weren't many obvious trends, but IIRC 'online loads' WAS one of them.
Meanwhile, a small anecdote: I tried to use a KATE yesterday, but the Money Center was roped off and it looked like they'd intentionally disabled her for the day.
On the way out, I noticed they'd posted a sign on the front doors of the WalMart: "Money Center closed today due to increment weather".

One account in the household never has online load but it is shut down nonetheless. All the guesses remain guesses.
