Unfortunately it's not the case, they always put up some prepaid rates to block the flex rates.
You can do flex rate when the prepaid rates at ihg.com is gone.
They should really rename the promotion...I can't think of any scenario where paying $130 more now into a non-refundable rate bests paying $130 less at the conclusion of the stay...but I'm no wordsmith!
