If wikipedia is right, it seems that latest ruling about "extraordinary circumstances" is that technical faults within an aircraft should not be included in the definition. Ie a single fault with a single aircraft can't be used as an excuse even for those booked on that aircraft, let alone on subsequent flight plans.
Ash-clouds, authorities grounding of a airplane model and so on is extraordinary.
