The police presence around Cologne station is more active than usual. I'd say it's probably safer now than it was on New Year's Eve (as long as you avoid some of the protesters) at any point in the past couple of years.

If I would feel like I would be more relaxed by going elsewhere, then I would consider doing just that. But if this were me, I'd go ahead and travel still.
