Holding all things constant, anyone choosing 4 would be tossed out of a proper survey. Why would anyone choose lower?
Studies like this also are done to gauge how to mitigate the fallout will be - promote change x or y. The decision has been made, now we are focused on how to disseminate the information the best way possible.
