That statement borders on being deceptive, in my opinion, given the recent changes that were announced to qualifying for status in 2017.
That's the current state of affairs; the reduction is in the future. Literally, no deception; figuratively, they're suppressing information about the future. Even then, the 4 SWU aren't a hard ceiling, as there is a path to earn more SWU for anyone, not just certain but unspecified "high value customers".
