Your presumption is that a cardholder can qualify for $300 in travel credits each year. While it may be easy for some, it's not necessarily easy for others. I carry on my bag every flight, so it's very difficult to get the travel credit unless I unnecessarily check my bag and charge the client. Aside from being reimbursed for Global entry, I see no upcoming instances where I would get the travel.
You don't have to use it on bag fees. I'm the same way, very rarely check bag, and when I do the fee is waived due to either status, cabin, etc. But I have easily used my $300 on things like inflight wifi, food, upgrades, lounge access and if you're lucky, change fees, gift cards, and even airfare.
