This is not usually and has to do with the repricing algorithm. You can try a phone agent but they may have the same issue -- try request web support and see if they can help, that is usually the best solution and it may not work either.
Upon further review (and calling until I got someone a little more helpful), it turns out that the problem was that the system wasn't giving me the full residual value for the ticket that I had cancelled. There didn't seem to be any real way to see that on the website though.
I was able to change my flight and get the correct fare and value.
