I only found one post and someone responding incorrectly saying it was an OPUP which was not the case.
On LUS it was a benefit; on LAA it was and is for EP, and is for segments under 500 miles. (On PAID tickets.)

I'm not sure what your point is, but nobody here has been withholding anything.
