I'll say American, who had 20 of them. Spantax was the largest operator for the latter part of their service, but they didn't have 20 overall.

6. What was the first local service airline in the U.S. to operate turboprops?
I'll say West Coast, with the Fairchild F-27 in 1958. Fairchild actually beat the Fokker F-27, from which it was derived, into service.
