I think upgrade possibility is also depending on where you are staying: Here in Europe, you get what you paid for, if you book a cheap room, you get a cheap room. You want something bigger, you pay for it.
Actually I get better upgrades in Europe than I do in the US. As with all things it probably depends on property, how many better rooms or suites they have, and how many elites are checking in.
