Unfortunately, this problem (TAM awards using AADv miles not showing up to AA, and definitely bookable using BA, etc., miles-- especially internal Brazil flights) has been going on, intermittently, for a LONG time. I've
personally given up on it getting the attention it deserves and subsequently it getting fixed after trying several times.
