We have verified the website
www.priceline.com and found the corresponding rate for the reservation that you booked. However, our records show that the reservation you have booked can be cancelled until 6:00 p.m. (local hotel time) on 27 November 2015 without any penalty. Escalate to a bpg supervisor as OTA is simply paraphrasing "cancel before 6pm" by putting text as cancel to 5.59pm
IHG own site saying cancel until 6pm is actually identical as until 6pm technically does NOT include 6pm itself , ie cancelling at 18:00.00 and 1/100th second is too late as would be after 6pm
This is one you can and should win on escalation/appeal, you need to at least try
Also check IHG exact wording as if says cancel before 1800 (instead of buntil 1800) then 1759 is exactly the same !
