Crain's Chicago Business article contradicts your statement with charts showing that, as of a little over a year ago, MDW fares are, on average, $82.16 less expensive than at ORD.
The figures were in an article (I think in the Trib but I'm not sure) that was linked in a recent thread here (for some other reason) that I need to try and dig up. It was a fairly recent development, as I recall.
ETA: Of course I could be hallucinating.
