It's an interesting experiment and getting them some publicity. They certainly don't want to cannibalize their genuine business class revenue, what they are probably trying to do is to monetize people who might have been using miles to upgrade.
I probably don't understand that last statement. Why would someone who would prefer to use miles to upgrade choose to pay $$$$ instead?
