I can't believe it!
I just got my new Capital One 360 Debit Card (with EMV) in the mail. Ran it through cardpeek, here are the CVM lists for Debit Mastercard and Debit, respectively:
Apply succeeding CV rule if this rule is unsuccessful: Enciphered PIN verified online - If terminal supports the CVM
Fail cardholder verification if this CVM is unsuccessful: Signature (paper) - If terminal supports the CVM
Fail cardholder verification if this CVM is unsuccessful: No CVM Required - If terminal supports the CVM
Fail cardholder verification if this CVM is unsuccessful: Enciphered PIN verified online - If purchase with cashback
Apply succeeding CV rule if this rule is unsuccessful: Enciphered PIN verified online - If terminal supports the CVM
Fail cardholder verification if this CVM is unsuccessful: No CVM Required - If terminal supports the CVM
I had to read it three times to believe it -- a major US bank issuing an EMV card that is PIN preferring for purchases in all cases!
