The whole point is that it is an aspirational product for the extremely wealthy and those who want to blow the cash on a one-time junket. It is located in otherwise unuseable space and is only staffed when used. Thus, little to no downside in flying it empty and some serious brand damage if it becomes upgrade heaven.
