Two years ago (so not sure if the rules have changed) I flew BNE - PER - DXB and got the car in Brisbane before the domestic J flight, connecting to the PER - DXB F flight.

Everything was booked on line, so the web site should be able to show if you will or won't get a car, rather than someone on the phone.
