Yeah, I don't ever remember them offering miles as a sign-up bonus. They've never done that for the Hyatt card, either, but it's kind of puzzling that Chase has never offered miles for the Club card. For a $395 annual fee, they ought to give you
something in that area. It doesn't really have to be a lot, considering the other benefits of the card (Club access, priority security, 1.5 miles per $, etc.), but they should give you something. Delta gives you 10K with the Reserve card, and AA is giving 50K with the Executive if you can meet the insane spending requirement.
