They don't. It's only an incentive, not a mandate, so Visa/MC and the issuers aren't looking at the possibility of tons of businesses being forced to no longer processing cards. They're also unlikely to willingly become cash only just because the banks didn't issue cards configured the way they'd prefer.
However, it's possible they may win the PR war, assuming people care enough and it's widely enough covered.
