Unhappy Should I complain about US to AA...or US...

I would like to make a complaint about an involuntary downgrade happened on a US flight, AA ticket stock. US flight was rebooked three times due to the incredible 3hr delay on American Eagle, the two flights were on the same ticket. The problem was I was originally booked into F class yet when I was rebooked for the third time the agent at DCA MISTAKENLY REBOOKED ME INTO Y AND REFUSED TO FIX IT TO F BY SAYING THAT SHE DOES NOT HOW TO DO IT.

Now I really need the F credit for my BA tier points, can I request for the original route credit, despite that it was an AA ticket?

Oh and back to the original question, if I were going to complain about my US downgrade experience, should I address it to AA or US...
