Your first question would get into politics, which isn't really appropriate on this forum.
The second is because the business case for EMV wasn't there (and still isn't for a lot of smaller businesses). Considering that companies are
still selling magstripe only devices seven months away from the liability shift it's very unlikely the US will ever fully adopt EMV on its own. It might be like vaccinations though: you don't need 100%, just a very significant majority (IIRC 85%ish or above depending on the vaccine).
